Essentially yes. Most droids have some degree of sentience. Artoo here has more than most. He's pretty much my best friend, and his counterpart, C-3PO may as well be a particularly...irritating...person.

Not Basic, no. [He pauses...] Basic is the standard galactic language. He only speaks Binary and Bocce and...doesn't have wings to translate. That's why it sounds like beeps.

Binary. And no, I just understand it. It's hard for a human vocal range to mimic. Though, there are plenty of other species that can.

Well, when a certain level of interspecies connectivity happens, a lot of things have to change. The Republic includes thousands of sentient species, so it's really only natural.

Well, it's worth stating that we are recovering from a war. Not one based on species, but ideals. That's...why...those films are called Star Wars. It's not perfect, but most species tend to intermingle freely. [Note the most. Hutts, Trandoshans, and Birabels are not exactly the friendliest.]
