Well, in my experience those worlds are either underdeveloped technologically, have strange and unexplained occurrences, or are entirely reliant on advanced technology. Which to me means that those worlds either haven't discovered or have forgotten the power, or perhaps that they're too far from the central wellspring to get any power.
