You did what was necessary to save the most lives possible. Blake was a hostile element in the past, and you're probably right in thinking he would flee.
Perhaps you did react in a panic. But that doesn't mean what you did was wrong. Biohazard situations are bad enough, but when you have people you care for on the line, you're dealing with a known antagonist, and you've been cut off from the Force?
I can't say I would've reacted any differently. I'd probably have shot him on sight.
