They were taking anyone who wasn't infected and evacuating them. They couldn't let anyone who was infected escape the enclosure. I don't agree with their actions, but without a cure? That would cost a lot more lives.

I don't like it either, but without a cure and with a disease as virulent as that? What else could they have done?
